"I don`t think that the Iran`s nuclear problem will be solved in short term," Taghizadeh said.
Rouhani has previously officially assigned the Foreign Ministry to take charge of future nuclear talks with the P5+1 group and the IAEA.
The U.S. and its Western allies suspect Iran of developing a nuclear weapon - something that Iran denies.
The Islamic Republic has on numerous occasions stated that it does not seek to develop nuclear weapons, using nuclear energy for medical researches instead.
"Iran`s nuclear program talks have been going on for some 25 years, and during the last 7 years the UN has been going up against the country`s nuclear program, and there was no result. How is it possible now to resolve the nuclear issue in short term?" Taghizadeh said.
He went on to note that one thing Iran can do in short term is to try to establish mutual trust with Western states.
"Iran can carry out some actions that would allow the international community to be less worrying about Iran`s nuclear program," Taghizadeh noted.
Iran and IAEA are scheduled to hold the next round of nuclear talks on September 27 in Vienna.
