President enhanced authorities of `ASAN service`
President of the Republic of Azerbaijan Ilham Aliyev signed an Order on increasing of transparency in provision of state services and digitalization of licensing and registration procedures.

The Order reads: researches exposed that several governmental organizations function without the application of innovations in their services and utilization of modern technological innovations. However, the organization in charge of registering people in their flats, individual houses and in other accommodations still carries out data collection, compelling and archiving with paper based procedures. Data updating is being implemented in non-electronic, chaotic and non-systemized mediums.

Electronic services in the contemporary world had an important impact on all spheres of the society as well as development of the economy and business.
Digitalization in the certification of individual persons and legal entities to conduct business and other documentation procedures will increase the efficiency of all measures taken to boost the local market.

In order, achieve the application of new standards in the state services, to enhance utilization of innovations and modern technologies and thereby to increase transparency the head of the state decides: following regulations should be obeyed in the issuance of certification by place :

-Digitalization of issuance using data from the inter-organization automatic data search system (IADSS)– “Entry-exit and registration” and other data search engines;

-issuance of the certificates only with identification card, without requesting additional documents.
- issuance of the certificate without delay, on the application day.

The Ministry of Economy and Industry with the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan should provide the establishment of the “ Electronic license” portal in order to digitalize the issuance of special permissions, certificates, orders given to conduct business.

Moreover, article 5.61 and article 5.11-1 should be added to the 706th decree of the president of the Republic of Azerbaijan on “ensuring the functions of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan” (5 September, 2013):

`5.6-1. Issuance of the certificate of registration by place;

5.11-1. acceptance responding inquiries on identification of person’s citizenship to the Republic of Azerbaijan.`

Period at the end of the article 5.16 should be changed to semicolon and the article 5.17 should be included to the text:

`5.17 issuance of special permit (license) for taxy cabs and issuance of “special signs” to for taxis providing passenger services.`

Article 3.1.7-3 should be added to the text of the “Charter of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan” approved by the same Order:

`3.1.7-3. To define the rate, to be transferred to a special account of the State Service, of the fee given to special notaries for the provision of special notarial services in the centers. `

The Ministry of Internal Affairs is ordered to define the form of the certificate for citizens registered by place within one month; to ensure the implementation of the service indicated in the first part of this Order in “ASAN service” centers and in the registration and identification card offices of the ministry.

State Migration Service will carry out the electronic exchange of data about registration certification and other necessary data with the Ministry of Internal Affairs while reviewing the inquiry to identify the citizenship to the Republic of Azerbaijan.

The Ministry of Transportation should provide the issuance of special permit (license) for taxi passenger services and issuance of “special sign” for taxi cabs to be implemented in the centers of “ASAN service”.

The State Committee for Standardization Metrology and Patent of the Republic of Azerbaijan is order to take appropriate measured for facilitation of requirements on external design and technical parameters of taxicabs.

The State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan is ordered to take appropriate actions for creation of relevant infrastructure in order to provide the data systems, data reservation, needed for offering state services, and the exchange of citizens individual information based on their identification card number; to present suggestion to the

Azerbaijan President within two month about regulations on, formation, integration of the state data collections and systems and archiving, defining the necessary data sources for ensuring the suggestion of electronic services.

Azerbaijan Presidential Administration should prepare and present its suggestions on facilitation of requirements on the issuance of special permit (liscence) for taxi passenger services and issuance of “ special sign” for taxi cabs to the Azerbaijan President.

The Cabinet of Ministers is ordered to present suggestions to the Azerbaijan President about adjustment of presidential acts to this Order within three month; to ensure adjustment of legal acts of the Cabinet of Ministers to this Order within three month and to notify the president; to ensure and keep under control the adjustment of legal acts of the central executive bodies to this Order within five month and to notify the president; to take all necessary measure on other issues regarding this Order.

The Ministry of Jurisdiction will ensure the adjustment of normative legal acts and other normative acts of the central executive bodies to this Order and notify the Cabinet of Ministers.
