OSCE/ODIHR violates its mandate by declining to observe elections in Azerbaijan

Declining the invitation to observe the parliamentary election in Azerbaijan is a serious violation by the director of the OSCE/ODIHR of the mandate entrusted to him, said Azerbaijan’s Permanent Mission to the OSCE Sept. 12.
