Mukhtar Babayev noted that COP29 has already achieved several milestones: a new financial target has been set, rules for high-integrity carbon markets have been agreed upon, and the implementation mechanisms of the Paris Agreement have been fully confirmed.
Highlighting concerns raised by developing countries at the Bonn Conference, the COP29 President warned of the risk of eroding trust between parties and emphasized that restoring this trust remains the key objective before COP30.
"To achieve this goal, three key elements are crucial: financial support, ambitious Nationally Determined Contributions (NDCs), and strong political leadership. Donor countries must fulfill their commitments to double adaptation finance by the end of 2024, triple UNFCCC fund flows by 2030, and declare their contributions to the annual $300 billion Baku Finance Goal."
Mukhtar Babayev also provided details about the "Baku to Belém Roadmap" currently being developed between the COP29 and COP30 presidencies: "This format will enable us to create a clear, credible, actionable, and beneficial plan," he added.
"The third condition for restoring trust is political leadership. Climate plans must be supported not only at the technical level but also at the political level. Heads of state and government must provide clear and strong backing on this issue. COP30 will be a test for the multilateral system. We must use the time we have to restore trust and emerge successfully from this challenge," Babayev concluded.
The meeting was attended by Brazilian Ambassador André Corrêa do Lago, President-Designate for COP30; Ed Miliband, UK Secretary of State for Energy Security and Net Zero; and Wopke Hoekstra, European Commissioner for Climate, Net Zero and Clean Growth.
During the discussions, participants examined concrete steps to advance priority areas between the COP29 and COP30 presidencies—particularly regarding Nationally Determined Contributions (NDCs) and climate finance—to ensure tangible progress.
The parties also explored opportunities for joint collaboration to ensure the success of COP30 in Belém, as well as ways to strengthen the multilateral process.
The meeting holds significant importance for coordinating inter-presidency mandates during the transition from COP29 to COP30 and for advancing the global climate agenda.
