French expert: OSCE MG ended up in failure
The OSCE Minsk Group, which is supposed to deal with the settlement of the Nagorno-Karabakh conflict, has ended up in failure. They have preoccupied themselves on talks only, French expert and historian Maxime Gauin told.

According to him, the question is not about the Minsk Group’s work but Armenia’s reluctance to return the occupied lands. He related his opinion to Armenia’s confidence in support from Russia.

The French historian also touched upon his country’s position on the Nagorno Karabakh conflict: “French government repeatedly announced its position that it recognizes Azerbaijan’s territorial integrity and does not accept so-called regime. The issue of territorial integrity cannot be a topic of discussions. However, local authorities in France have signed several contracts with the so-called Nagorno Karabakh Republic and provide assistance to the separatist regime. These are illegal and in contradiction with the French legislation. These local authorities have not right to sign any international contract. Such steps have repeatedly been prevented with the initiative of Azerbaijan. I hope these so-called contracts will be cancelled as a result of joint cooperation of France and Azerbaijan”.

According to the expert, in order to bring the main essence of the conflict to world’s notice, its roofs should be researched deeply: “Firstly, the archives covering the period from the 19th century so far should be researched. There are facts on those years and those facts should be made known. Archives of several western countries should be researched. I have a fact that in June 1920, head of French Committee for South Caucasus rendered an account to French government about acts committed by Armenians against Turks and Azerbaijanis, killing 4,000 people. This fact exists in the French history. When I noted it in Azerbaijan, they did not know about it. If we have more information, we can take certain step. The issue requires systematized approach”.

Gauin visited Azerbaijan with the invitation of “Working Group on assessment of casualties as a result of occupation of Azerbaijani territories by Armenian Armed Forces”.
