He made this announcement at a press conference on the results of 2025, AzVision.az reports.
Aliyev noted that the amendments significantly broaden the scope of insured persons. "Under the updated law, individuals who have been arrested or are serving fixed-term or life sentences will now be eligible to receive medical services through compulsory health insurance. The only exception applies to those serving sentences in district-type penitentiaries."
He further explained that in situations where the Ministry of Justice lacks the necessary medical equipment or qualified specialists, healthcare services for this category of individuals will be provided through the mandatory health insurance system.
“Within the framework of this mechanism, it is planned to provide medical services to up to 1,500 individuals annually. For this purpose, up to 200,000 manats have been allocated,” Aliyev said.
The chairman also stressed that the Agency continues to ensure access to compulsory health insurance for Azerbaijani citizens, as well as for individuals who have been granted refugee status and are under the protection of the Office of the United Nations High Commissioner for Refugees in Azerbaijan.
He added that the primary objective of these legislative changes is to broaden access to healthcare services for the population and to further strengthen the principles of social justice within the country’s health system.
