U.S. policy towards the de facto authorities in Nagorno-Karabakh has not changed. The U.S. respects the territorial integrity and sovereignty of Azerbaijan, US co-chair of the OSCE Minsk Group James Warlick told.

The occupied territories must be returned as part of a comprehensive settlement, which would also include a determination of status for Nagorno-Karabakh, said Warlick

“It is important to note that a just settlement must be based on international law, which includes the Helsinki Final Act and the principles of the non-use of force or threat of force, territorial integrity, and self-determination,” he noted.

The co-chair also added that the U.S. does not recognize the regime in Nagorno-Karabakh nor does any other country, including Armenia. “Nevertheless, it is important to listen to the voices of all of the population in Nagorno-Karabakh as the co-chairs have done,” he said.
