“Generally, we don’t think it’s a successful and fair step to impose sanctions on countries in interstate relations due to various reasons because it’s the population of those countries, in any case, that will be burdened by the consequences,” said Mammadov.
At the same time, he added, it turns into an obstacle to understanding, dialogue, and cooperation between states and civilizations, and often brings about tension.
