PACE begins discussion of reports on Azerbaijan
PACE began on Monday the discussion of the report on "Escalation of violence in Nagorno-Karabakh and the other occupied territories of Azerbaijan" prepared by MP Robert Walter (UK), and the report by MP Milica Markovic (Bosnia and Herzegovina) "Inhabitants of frontier regions of Azerbaijan are deliberately deprived of water".

Rapporteur Robert Walter is not present in the Assembly as his deputy mandate has expired and in accordance with the procedure the report was presented by the committee’s chairperson, member of the Socialist Group Mogens Jensen (Denmark).

The Armenian side is making efforts to prevent the approval of this report and is seeking to have the document returned to the committee for review. Their basic arguments are that rapporteur Walter is absent in the assembly, he has not made visits to Armenia and Nagorno-Karabakh while the report was being prepared, and the document represents the stance of one side only. At the same time, the Armenians and their supporters in the Assembly mentioned the recent statement issued by the OSCE Minsk Group, expressing their objection to the report being discussed in the Assembly.

Later on, Milica Markovic presented her report titled “Inhabitants of frontier regions of Azerbaijan are deliberately deprived of water.”

Both rapporteurs noted that these documents have been approved by the committees despite the protests of the Armenian side. Markovic said in his speech that she had sought to make a visit to Armenia and the area of the Sarsang reservoir when preparing the report in 2014, but the Armenian side did not allow this visit to take place.
