He made the remarks Apr.5 during the 44th meeting of the special working group for working out the convention on the legal status of the Caspian Sea.
He expressed concern over recent developments on the contact line between Azerbaijani and Armenian troops. “Armenia must withdraw from the territory of Azerbaijan and the conflict must be solved within the territorial integrity of Azerbaijan,” he added.
Khalafov said Armenia is fully responsible for what is happening.
