President of the Republic of Azerbaijan, Ilham Aliyev confirmed the decree on `The Rules of using `Green Corridor` and other gating systems for the transportation of goods and vehicles across the customs border` on May 21, 2016.

According to the decree, green, blue, yellow and red corridor gating systems will be applied to the transportation of goods and vehicles across the border. Automated electronic information system will determine the corridor of the transportation on the basis of risk evaluation. The decree will digitalize official-entrepreneur relations which is relevant to the open government principles.

In the use of the Green Corridor, importer is required to realize informing and registration actions. Importers who use the `Green Corridor` will be able to order their goods from the moment of transportation on the customs border.

`Green Corridor` is not only the entrepreneurs` comfort but also the stimulation of legitimacy of the entrepreneurship activity.

Each importer needs to admit that if the probability of risk increases, they will need to use blue, yellow and red corridors accordingly. For example, all forms of customs control are applied to the `Red Corridor`. It is clear that each entrepreneur will try to get the right to use the `Green Corridor` following the rules and being more responsible.

Such an approach will create additional stimuli for the customs registration of goods and will increase the possibility of getting customs duty, VAT, excise duty and road taxes. After the official registration, the legal trafficking of the very goods is provided within the country. In its turn, this enables to provide state budget incomes and legalize the business.

At the following stage of the reform, the exchanges will be provided between the State Customs Committee, State Border Service and the State Migration Service. The establishment of the “Green Corridor” in our country, increases Azerbaijan`s importance in East-West and South-North transportations.

So, the establishment of “Green corridor” between Azerbaijan and Kazakhstan, as well as between Kazakhstan and China will provide the acceleration of transportation through the Great Silk Road. The “Green Corridor” ranging from Baku to Shanghai is not only attractive for Azerbaijan, but also for the entrepreneurs dealing with transit.
