He said the municipal elections will not be held for the seven constituencies the territories of which are occupied by Armenia.
Panahov noted that all the necessary conditions have been created at polling stations for voting.
Some 20 percent of polling stations have web-cameras to provide transparency, he added.
Panahov expressed his assurance that voters will show responsibility and the voting activity will be provided.
He added that new information on voting activity will be provided five times a day at 10:00, 12:00, 15:00, 17:00 and 19:00.
The head of Azerbaijani CEC said 37,077 candidates were registered for the municipal elections.
He also said over 50,000 observers will monitor the elections.
Panahov noted that the voting will take place at 5,015 polling stations - some 4,887 of them are permanent and 128 are temporary polling stations.
