Referendum aimed at protecting stability in Azerbaijan: CEC chairman
The Central Election Commission (CEC) held a consulting seminar for constituency election commissions.
Speaking at the opening of the seminar, CEC chairman Mazahir Panahov said that the seminar is taking place in connection with the execution of "National Action Plan Program for improving the protection of human rights and freedoms in the Republic of Azerbaijan,” which was approved by order of the President of Azerbaijan on December 27, 2011.

Panahov said that on September 26, a nation-wide votong (referendum) will be held for the purpose of amending the Constitution of Azerbaijan Republic, which has a historical significance: "The referendum is aimed at protecting stability in Azerbaijan. Azerbaijan is developing rapidly and people`s living standards are improving. We held elections at the highest standards. We must hold this referendum at a high level too."

Panahov said that the rating of President Ilham Aliyev is very high: "If someone wants to interfere in the domestic affairs of a country, they do it through elections. We must not give that opportunity to those who do not like Azerbaijan. To prevent it, we have to raise awareness of lower election commissions, voters, and election subjects. We will try to cause the upcoming referendum in Azerbaijan to make history," he said.
