Sept. 16 – deadline for receipt of applications on Azerbaijan referendum observation
Tomorrow, September 16, is the deadline for receipt of applications for observing the upcoming referendum in Azerbaijan.
Azerbaijan’s President Ilham Aliyev earlier signed an order on holding a referendum on September 26 to make amendments to the country’s Constitution.

According to the Election Code, applications for carrying out observation within the entire territory of the Republic of Azerbaijan may be submitted to the Central Election Commission (CEC) from the day referendum is announced and up to 10 days prior to voting.

The observer may carry out observation based on his/her own initiative or the initiative of a registered candidate, political party, bloc of political parties, referendum campaign group or a non-governmental organization working in the field of elections. International (foreign) observers coming to Azerbaijan shall be registered with the CEC.

Today is the deadline for appealing to the CEC to obtain special permission to observe meetings of election commissions before the voting day.

An Azerbaijani citizen who have active suffrage (on its own initiative, and on the initiative of referendum campaign group, political parties, the bloc of political parties, non-governmental organization acting on the field of elections) shall appeal to the CEC within 10 days prior to the voting day to obtain specific permission to observe the meetings of election commissions until September 16.
