The Azerbaijani state has created good conditions for the country’s people to express their will, Dmitry Azarov, chairman of the Russian Federation Council`s Committee on Constitutional Legislation, State Policies, Local Self-Governance and Affairs of the North, told reporters in Baku Sept. 26.
Azarov, who is in Azerbaijan to observe the referendum, noted that the voter turnout was high enough during the voting.
