Observation group of int’l NGOs holds press conference on referendum
The observation group of international NGOs held a press conference in Baku Sept. 27.
The vice-president of the European Strategic Intelligence and Security Center, William Racimora, announced the group’s statement on referendum.

He said that the amendments to the Constitution will accelerate the development of democracy and human rights, eliminate existing gaps and ensure stability in the governance.

“We are waiting for the final results. The preservation of stability in the partner country of the European Union is important for international cooperation,” he added.

He noted that the group observed the voting process in 49 polling stations and the counting of votes in 5. “The voting was fair, we observed no law violations. This voting justified the expectations of the Azerbaijani citizens,” he said.

Gillis Bordeaux, a member of the Centre for European Policy Studies (CEPS), expressed gratitude to the Azerbaijani CEC for organizing the referendum at a high level.

“The observations were carried out without hindrance. We have developed a joint statement on the referendum. All the processes were organized very well,” he said.’

The referendum to make amendments to Azerbaijan’s Constitution kicked off at 8:00 am and wrapped up at 7:00 pm Sept. 26.

As many as 117 international observers – MPs from over 30 countries as well as observers from various international organizations, including the Parliamentary Assembly of the Council of Europe (PACE) – were accredited by Azerbaijan’s CEC to observe the referendum.

The total number of the observers was around 53,000.

According to Azerbaijan’s Election Code, the referendum was declared valid.
