Baltimore police said 10 patients have been rushed to local hospitals, and at least one was in critical condition.
According to preliminary assessment, the school bus hit a car and a pillar at a cemetery entrance before running into the other bus.
Medical examiners will investigate whether the school bus driver had suffered from medical emergency.
