Vardan Toghanyan appointed Armenian Ambassador to Russia
Armenian President Serzh Sargsyan signed a decree to appoint Vardan Toghanyan Armenian Ambassador to Russia.
He replaced Oleg Yesayan who was relieved of the post by another presidential decree, RIA Novosti reported.

Vardan Toganyan was born on December 8, 1967. He studied international relations and passed PhD defense in Erevan State University. In 2001 he completed doctoral study in Institute of Social and Political Studies of Russian Academy of Sciences.
