What lies behind the Hollande`s offer? - COMMENT

It is applaudable to know that French president Francois Hollande has paid more attention to the France`s effective role in the settlement of the Nagorno-Karabkh conflict and used a word `sanction` in his meeting with Armenian colleague Serzh Sargsyan .

The sides have not found a solution to the conflict for 25 years. The reason is that the Co-Chairs of the OSCE Minsk Group have not found `more effective` ways and set hands to impose sanctions on Armenia. There is no need to find a way. There are 4 UN resolutions on Karabakh conflict (822, 853, 874 and 884). Armenia must follow the resolutions. Otherwise, the Articles 39, 41 and 42 of Chapter VII of the Charter of the UN Security Council must be enforced which provide for the right of countries not only to impose sanctions on occupant country, but also to use force. France as a permanent member of the UN Security Council and co-chair of the OSCE Minsk Group must not accept the violation of the international law norms.

Hollande`s call to establish` mechanism to provide the frontline control` and `sanctions against the threats to the peace will not settle the conflict. It will serve to maintain the status-quo which contradicts the joint statements of the Minsk Group Co-Chair Countries` Presidents at L’Aquila in July 2009 and Muskoka in June 2010.

Especially, president of the co-chairing countries highlighted the impatience of maintaining the status-quo in those joint statements. On May 26, 2011, they restated that no solution existed except the previously stated offers in France, Deauville.

It is clear who wants to maintain status quo – Armenia. Clearly, Armenia and its defenders suggested the application of control mechanism on the frontline. The main reason behind this offer is to provide maintenance of the status quo.

Avoiding the substantive negotiations, Armenia wants to provide the extension of status quo with its effort” to strengthen the control mechanism”. Besides, it could be the proof that the Armenian occupied territories were de-facto border between the sides. However, Azerbaijan state and its nation cannot agree with this situation by no means.

If France demands to implement resolutions 822, 853, 874 and 884 of the UN Security Council from the occupant Armenia in accordance with its status and international norms, it will not be necessary to ” strengthen the control mechanism on the frontline”. In this case, no frontline will exist.
