The bill that consists of 5 chapters and 16 articles provides the classification of the Armed Forces in the new form and lists the main tasks. The revised bill specifies what types of armed units can be formed in Azerbaijan, as well as provides the formation of new armed units.
According to Article 1.0.3 of the revised bill, other military formations of the Republic of Azerbaijan, being part of the Armed Forces, are state bodies or their substructures that perform special duties prescribed in this law or are considered to offer military service. The list of state bodies of other armed formations or their substructures shall be approved by relevant executive authorities.
The draft bill defines the primary duties of the Armed Forces at the times of peace, real threats, mobilization and war.
Note that the Article 4 (Main Duties of Armed Forces) of the revised bill cites the following:
4.1. The main duties of the Armed Forces in peace-time:
4.1.1. Being ready to prevent and parry any armed aggressions against the Republic of Azerbaijan;
4.1.2. Following the state of operations and any dangerous alterations in it and timely detecting and keeping under control readiness for armed aggression against the Republic of Azerbaijan;
4.1.3. Timely detecting and keeping under control the readiness of the military administration and the troops (forces) for battle and mobilization;
4.1.4. Participating in safeguarding the internal political stability, constitutional structure and public order and providing public security;
4.1.5. Guarding state borders of the Republic of Azerbaijan;
4.1.6. Organizing civil defence in order to ensure security of the population and territories (of land, water and air space within the borders of the Republic of Azerbaijan, objects of industrial and social nature, as well as the environment);
4.1.7. Participating in the elimination of emergencies;
4.1.8. Guarding the important administrative-political centres, energy and transportation infrastructure, communications installations, special loads, military facilities and other significant state assets of the Republic of Azerbaijan;
4.1.9. Executing the custody and accompaniment of those, sentenced to confinement and arrest warrants, as well as guarding the penitentiary structures;
4.1.10. Providing information security of its own activities;
4.1.11. Constantly improving the operations, battle, mobilization and moral-psychological readiness plans and programs of military administration bodies and troops (forces);
4.1.12. Modernizing, updating and maintaining combat readiness of military equipment, weapons and ammunitions and advancing the skills for their maintenance;
4.1.13. Updating the range of measures for mobilization and for summoning to military service;
4.1.14. Preparing professional military personnel, constantly improving military education and upping the military scientific potential;
4.1.15. Fighting international terrorism and organized crime;
4.1.16. Implementing international military cooperation;
4.1.17. Participating in the operations on supporting (restoring) peace and security based on the international obligations of the Republic of Azerbaijan and implementing other duties arising from those obligations;
4.1.18. Participating in the preparation of measures and civil defence plan on the security of the country territories;
4.2. Along the main duties to be carried out in peacetime, the Armed Forces have the following main duties at the times of existential threat:
4.2.1. Increasing the level of readiness for combat and mobilization and implementing other sets of measures in this regard;
4.2.2. Participating in the provision of regimes of emergency and militancy and execution of readiness measures for territorial security.
4.3. Along the main duties to be carried out in peacetime and under existential threats, the Armed Forces have the following main duties at times of mobilization and war (armed conflicts):
4.3.1. Timely executing the measures for full or partial mobilization;
4.3.2. Executing its duties for territorial security;
4.3.3. Parrying external military aggressions towards the Republic of Azerbaijan, carrying out operations for the territorial security of the country; defeating the enemy forces, forcing them to stop military operations (holding peace talks and signing a peace agreement) with the conditions suitable for interests of the Republic of Azerbaijan.
The bill was put to vote and adopted at the first reading.
