Ilham Aliyev issues important decree on highways
According to the official website of the President, Azerbaijani President Ilham Aliyev has signed a decree on the protection of roads of national importance that are in common use. The decree says:

"As a result of transportation of goods in violation of the size, heavy loads in excess of the permissible maximum weight or axle load on bulky and (or) heavy vehicles, in many cases, roads of national significance, which are in common use, are mostly destroyed or subject to deformation.

Pursuant to paragraph 32 of Article 109 of the Constitution, in order not to allow the violations of rules of transportation of oversized and heavy cargo, I decree to introduce new technologies and preparation of electronic protocols on administrative violations for law offenses.

Ensure the installation of hardware (electronic scales and chips), measuring the parameters of weight and mass of moving vehicles in certain areas under the road surface, to detect violations of the requirements for the transportation of oversized and heavy cargo.

Provide connection of the established technical means (electronic scales and chips) to a centralized information system, Main State Traffic Police of the Ministry of Internal Affairs of Azerbaijan to send photos and videos in real time during the detection of violations of the requirements for the transportation of oversized and and heavy cargo, with the objective of compiling an electronic protocol.

In line with the decree, the Cabinet of Ministers must prepare a list of roads and places where hardware (electronic scales and chips), measuring parameters of weight and mass of moving vehicles, will be installed, within two months and submit and submit it to the President of Azerbaijan.

Prepare a bill regulating the procedure for compiling electronic protocols and proceedings on administrative offenses in identifying violations of the dimensions, the transportation of heavy loads in excess of the permissible maximum weight or axle load of bulky and (or) heavy vehicles, within two months.
